(1) The Government of Nepal may issue an order and impose necessary restrictions so that no mineral material can be exported abroad for national security or to supply internal demand.
(2) Notwithstanding anything written in sub-rule (1), in the following cases, a person who has obtained a permit shall be allowed to export the minerals he has mined abroad with the prior approval of the department:-
(a) To ascertain or analyze the quality of mineral substances,
(b) To send samples for market study of mineral substances.
